The state needs to improve the ventilation and heat system, which can be done by using air conditioners and sprinklers.

The capital building, which has about 4,000 residents, has been undergoing upgrades in recent years.

The program is meant to help people pay for home repairs.
The state is working to get the $1.6 billion cost of the capital building retrofitted and up and running by 2021, but that will likely take years.
